UT’s ‘naksha kadam’: Rs 90 lakh drawing bill for civic body

To get ‘nakshas’ (architectural drawings) prepared for six civic body projects, the UT administration sent an invoice of Rs 90 lakh to the Chandigarh Municipal Corporation stating that it owes them these ‘departmental charges’. The projects for which the corporation had the drawings made date back to 2015.

A statement in this regard was sent by the UT Finance Secretary to City Commissioner Anindita Mitra stating that “despite the reminders, the unpaid dues have not been paid”.

The issue was also raised ahead of Thursday’s General House meeting.

The works executed by the Municipal Corporation for which the architectural drawings were received from the Office of the Chief Architect, Town Planning Department, Chandigarh Administration, included the construction of the fourth, fifth and sixth floors of the body building civic in Sector 17, Chandigarh, the fire station, Sector 17 upper deck, Sector 17 multi-level parking and Sector 17 landscaping.

The Chief Architect had also requested by a statement dated August 4, 2022, to pay the costs of the department for the settlement of the audit paras raised in this regard by the audit party.

In this regard, the Town Planning Secretary of Chandigarh Administration had also sent a letter to the Municipal Commissioner on August 23, 2022, to file the departmental charges amounting to Rs 89,76,925 (+) service tax/GST and other charges for miscellaneous works undertaken for the fourth, fifth and sixth floors of Municipal Corporation Chandigarh Office Building C, Sector 17 landscaping plan, upper deck in Sector 17, multi-storey car park levels in Sector 17 and the fire station.

“In view of the position explained above, Municipal Corporation, Chandigarh, is to file the departmental charges amounting to Rs 89,76,925 (+) Service Tax/GST and Rs 61,880 (+) Service Tax/GST in respect of charges departments at CA UT”, this was also mentioned in the agenda.

“It is brought to your attention that the departmental charges amounting to Rs 89,76,925/- (+) service tax/GST and Rs 61,880/- (+) service tax/GST for various development works undertaken for Municipal Corporation , Chandigarh, i.e. The 40, 5th and 6th floor of the MC Office Building, the Sector 17 landscaping plan, the Sector 17 upper deck, the Sector 17 parking deck and the fire station have not been filed by the Municipal Corporation despite various reminders issued by the Planning Department, UT, Chandigarh.

He also clarified that “In addition to the above, the total estimated cost of works for additions/modifications and renovations to public restrooms in contracts in various sectors has so far not been tendered to this office. despite issuing various reminders…”.
